The PMO is required to assess the identified capability gaps arising from Army plans, providing solutions and opportunities according to the criteria used, namely; assured military competence, assured technical competence and Value for Defence (VfD) The TSF concept seeks to fill Army capability gaps with a blend of Regular, Reserve, Sponsored Reserve (SR) and contractors to achieve the mandated output. This enables a pre-planned force mix to be generated at a lower cost per unit of capability than the previous structure.
