The work stream could be in stages and will consist the production of a financial model and assessing tenders and providing commercial advice. The financial model is to enable different scenarios and sensitivities to be evaluated and is to be supported by a summary report setting out the assumptions, risks and recommendations. The financial model and report is to be owned by WMCA, with a user guide and training provided on use of the model.
