In pursuance of the Council’s obligations as a waste collection and disposal authority the Council intends through a competitive tender to award one or more contracts for the provision of Treatment Services for Garden Waste. The Council may award more than one Contract where it demonstrates value for money to do so, and consideration will be given to the proximity principle and the environmental impact of tenders when awarding the Contract(s). It is planned that the Contract( will commence on 12 December 2016 (“the Commencement Date”) and continue for a Term of 2 years, with a right for the Council to extend the Term on one or more occasions up to 11 December 2021. ### GARDEN WASTE SERVICES INFORMATION The Council operates a fortnightly collection of Garden Waste from households within the District for a charge. Approximately 13,000 residents are currently subscribed to wheeled bin collections, with further residents purchasing pre-paid paper sacks to place out Garden Waste on a fortnightly basis. The Council also collects Garden Waste from households within the District through bulk skips at its three Household Waste Recycling Centres (HWRCs) at the following sites, Pixash Lane in Keynsham, Midland Road in Bath and Old Wheelers Hill in Radstock, free of charge. The Contractor shall treat by way of open windrow, in-vessel composting or anaerobic digestion, or variants under this terminology, the Garden Waste collected and delivered to the Treatment Site by or on behalf of the Council. The Garden Waste which requires Processing as part of the Contract will comprise of the following types of material (this is not an exhaustive list) : • Grass cuttings • Hedge and tree clippings • Prunings • Small branches • Weeds • Leaves • Dead plant material • Soil bound roots The Council collects Garden Waste at the kerbside in either 240L wheeled bins or biodegradable paper sacks.
