It refers to the need for 'tailor made' packages of care, required over an extended period of time for children and young people with complex health needs which arise because of disability, accident or illness (including life limiting or life threatening conditions). Portsmouth City Council is in the process of preparing a tender for providers for families whose children meet the continuing care eligibility threshold to choose more personalised care and provision. Within this arrangement families will be able to choose to have a personal budget and this will in turn offer much greater flexibility to them in arranging care for their children. With effect from October 2014, those children eligible for NHS Continuing Healthcare have a 'right to have' a Personal Health Budget should they choose to and we are strongly embracing the principles of personalisation. A personal health budget allows budget holders to directly purchase their own care or to nominate a third party to hold the budget and employ care staff on their behalf.
