NHS England are responsible for commissioning Offender Healthcare across prisons inEngland. Prisoners are not typical of the general population with regard to their health needs as they have a disproportionately higher prevalence of ill health. The overall aim of the project is to procure integrated offender healthcare (primary care, mental health, substance misuse) which reflect the standards and quality of servicethey could expect to receive in the wider community. NHS England wishes to secure a contract with a prime provider who will either directly deliver or subcontract the full range of services required NHS England. The project deliverables are to: — Procure the service which meets the NHS England Health and Justice commissioning guidance and policy requirements; — Arrive at a preferred provider that is affordable and represents good clinical practice and value for money; — Complete the procurement to the timescales set down by the Commissioners.
