If, the opinion is that the proposal is not fully commercial, the report should include changes or additional conditions that would make the proposal fully commercial. A final MEIP opinion and report is expected by 18 March 2016 (although we appreciate this date could be affected by the time taken for the proposing company to react to any necessary changes to make the deal commercial).
