This Business Unit has a wide range of responsibilities, including litter and dog fouling enforcement. In order to reduce anti-social behaviour, the Authority is seeking an appropriately qualified/accredited organisation to issue Fixed Penalty Notices (FPN's) on its behalf, to offenders who are seen breaking the Environmental Protection Act 1990 and Clean Neighbourhoods and Environment Act 2005 in the streets, parks, beaches and open spaces within Torbay, with a particular focus on dog fouling and littering. Torbay is seeking to run a pilot for up to twelve (12) months to complement existing enforcement activity at no cost to the local authority. We are seeking to award a contract to a suitably experienced and qualified organisation that can provide uniformed enforcement officers and the necessary infrastructure for the delivery of dedicated enforcement of street scene issues such as litter and dog control, in the Torbay Council area. The enforcement proposal must be underpinned by locally delivered behaviour change campaigns to reduce environmental crime. Please refer to the Invitation to Tender (ITT) documents for full details of requirements of this pilot contract.
