The requirement is in two parts: (1) refining the existing draft evaluation plan and carrying out baseline evidence collection (to be completed by March 2027); and (2) collecting evidence at the project mid-point and conclusion to complete the evaluation, as well as scoping the outcome evaluation (to be completed by March 2028). Progress to Part 2 will be subject to the availability and confirmation of ongoing funding.
