The proposed award is being made in accordance with Section 41 of the Procurement Act 2023 and Schedule 5, Paragraph 7, on the basis that: This provision permits a contracting authority to award a public contract without a competitive procedure on the basis that: The direct award to ABM Facility Services UK Limited is necessary to ensure the uninterrupted provision of critical facilities management services across the GLA estate.
