The Council reserves the right to appoint a single Consultant for both schemes, separate Consultants for each or not to award one or either. The appointed Consultant is to be responsible for informing all planning and design matter for the Royal Institute of British Architects (RIBA) Plan of Works 2020 design stages 4-7 and stage 3 review and validation for the design and build of the Bilston Health & Wellbeing Facility ("H&WF"). The proposal seeks to design and develop a new double storey modern and integrated H&WF, associated public realm and parking, upgrades to the existing Bert Turner Boulevard and enhancements of the existing Bert Williams car park ("Project"). The consultant is required to provide a fixed lump sum fee for one or both schemes (see Appendix B) Note: Principal Designer under CDM and BSA are excluded from this appointment and should not be priced.
