The selected provider has unique and demonstrable knowledge of the airport, its operating history, and the wider South Yorkshire aviation and investment context, which would be difficult to replicate through a competitive process without significant delay and cost. A direct award minimises mobilisation risks, ensures consistency with previous analysis and assumptions, and enables rapid progression to support critical strategic and financial decision‑making, while still representing value for money and compliance with relevant procurement regulations.
