The Council now wishes to highlight the potential for this way of working within a larger unitary council context, as part of a wider asset based preventative agenda. As a result, we are seeking to appoint a strategic partner to support the Council, local organisations and communities in a 12-month programme of work. It is intended that the programme will help us understand the way in which organisations operating, in Test Valley in future, will need to work to maximise the potential for a prevention first, relational place-based approach. In particular, we are interested in the culture that will be required within the new unitary authority to create the conditions to allow this to happen. We propose that we should use the Cabinet Office’s Test Learn and Grow principles to underpin the approach to the work, how to make it a reality and how it might be scaled up in the context of Neighbourhood Governance and Public Service Reform. ## CPV classification Business services: law, marketing, consulting, recruitment, printing and security Source Find a Tender (UK) · Notice ocds-h6vhtk-067d66-2026-05-15T13:31:51+01:00 [View official notice](https://www.find-tender.service.gov.uk/Notice/ocds-h6vhtk-067d66-2026-05-15T13:31:51+01:00) Never miss a tender like this again Get AI summaries, deadline alerts and a bid pipeline for tenders matched to your business.
