The procurement will be conducted using a Competitive Flexible Procedure, consisting of mandatory conditions of participation followed by two stages of competitive tendering. The successful contractor will initially be appointed under a short-form appointment to undertake a desktop design and buildability review. Subject to the satisfactory completion of this phase, the contractor will then enter into a Pre-Construction Services Agreement (PCSA) under a Minor Works Order to progress the technical design through RIBA Stage 4.
