The tender documents were made available to potential suppliers when the procurement was launched on ProContract and stated that the open procedure would be followed. All potential suppliers participated on that basis. The contracting authority (Cambridge City Council) carried out the procurement in accordance with the published tender documents. The contracting authority is unable to publish a Contract Award Notice due to technical limitations on the FTS system.
