The service provisionwill be primarily contracted through this procurementto the Authority but may allow otherGovernment Departments and their Agencies, NonDepartmental Public Bodies, anddevolved administrations (including but not limited toHM Revenue and Customs, Ministry ofDefence, HM Courts and Tribunals Service, NationalHealth and Social Care) to access theservices.To support the determination of an individual’sentitlement to benefit, the Authority requiresthe delivery of a range of compatible and sympatheticFunctional Health Assessments(FAS). The results of these assessments form onepart of the evidence utilised by theAuthority Decision Maker in making the ultimatedecision on benefit entitlement on behalf ofthe Secretary of State.FAS Suppliers will be expected to deliver functionalhealth assessments in relation to thefollowing benefits:• Personal Independence Payment (PIP)[gov.uk/pip%E2%80%A2](https://www.gov.uk/pip%E2%80%A2) Employment Support Allowance (ESA)[gov.uk](https://www.gov.uk/employment-supportallowance%E2%80%A2) Universal Credit (UC)[gov.uk](https://www.gov.uk/government/publications/universalcredit-if-you-have-a-disability-or-health-condition-quickguide/universal-credit-if-you-have-a-disability) or health-conditionPage 4 to 22• The delivery of assessments/advice associated with15 other specialist benefits, for both DWP and other Government Departments, including Veterans UK, HM Courts and TribunalsService and HM Revenue and Customs DWP ran a procurement using the Light Touch Regime and a modified process with commercial dialogue in accordance with Regulations74 to 76 of the Public Contracts Regulations 2015. For Lot 5, DWP conducted aspects of the procurement process on behalf of the Department for Communities (DfC) in Northern Ireland.
