The scope of work is expected to cover the following (the full tender specification should also be referred to): The purpose of this work is to demonstrate how the transport network is likely to operate in response to the changes in travel behaviour arising from development, including allocated sites, under the proposed Local Plan and supporting evidence base documents. The Strategic Transport Assessment will include transport modelling, and also incorporate separately published Transport for London / developer models and analysis to assess the effects of the development planned under the Local Plan on the local and strategic highways network in the borough, as well as public transport and active travel up to the end of the proposed plan period. It will recommend new projects and mitigation to address impacts of the Local Plan and other planned growth nearby. The Strategic Transport Assessment should assess impacts related to the highway network (strategic and non-strategic); public transport (bus, rail and tram), and active travel (walking and cycling). The Strategic Transport Assessment should be informed by the National Planning Policy Framework (NPPF) as well as the Department for Transport Transport Analysis Guidance - and Transport for London Transport Assessment guidance.
