The Services are primarily targeted at those who are homeless or insecurely housed and will offer longer-term accommodation-based interventions. Accommodation costs will be met through clients' housing benefit (or otherwise self-funded). The services to be provided will include detoxification preparation and support (when necessary) through a recovery programme and finally independence and move-on. The Council recognises that one model of residential rehabilitation does not meet the needs of all users and that sometimes clients may need additional support and/or more than one period of residential rehabilitative in order to achieve abstinence and recovery. The division of the Services required into two separate lots reflects this position.
