The Council is aiming to implement a Framework of providers to help delivertheir Local Turnaround Programme. These services will be based on a model of intensive support options in the form of positive activity, education, and mentorship. The Service(s) are to be delivered through a whole Family approach, will enable Children and their Families to "own their own road to change" through the development of resilience which is empowered by networks of support within the Family, education, and the Community.
