Each ICP has a detailed understanding of their local 'multiple disadvantage' needs, through existing programmes and research, including Fulfilling Lives and Operation ADDER in Blackpool, Transforming Lives in East Lancashire, and the Blackburn and Darwen Homelessness Review. This learning, along with feedback from our Lived-Experience Team, has underpinned our approach to cohort identification. Our target cohort includes Lancashire adults, experiencing 3 or more multiple disadvantage characteristics, who are not benefiting from existing multiple disadvantage schemes.
