The HCP is a prevention and early intervention programme based on a model of “progressive universalism”. All families are offered a number of standard services (universal) Additional services are available to those who need them or are identified as being at risk. Local Authorities have mandated responsibilities under the Health and Social Care Act 2012 to ensure the delivery of universal and targeted Health Visiting and School Nursing Services.
