A third phase of the Somalia Stability Fund (SSF) III will be a central element in achieving this ambition. With an initial fundraising target of £120m (with the option of increasing this to £200m), SSF III will run for six years (starting early 2022). The Fund will support more inclusive political agreements at multiple levels of government and address historic grievances that have undermined trust between elites and communities. SSF will also support the establishment of democratic processes at the sub-national level. It will build more representative and effective local governance structures and invest in efforts to strengthen the social contract between citizens and the state to ensure that new institutions are more accountable.
