The suppliers must offer the following: - A reliable source of intermediate and premium grade binder; - The hire of two storage tanks, each with a minimum capacity of 45 000 litres; - The hire of two spray tankers, each with a carrying capacity of 16 000 litres; - The provision of limited technical expertise as and when required.
