The WHO Director General characterised COVID-19 as a pandemic on 11 March 2020, by this stage Europe was at the centre of the pandemic.The Contracting Authority has focused the majority of its internal resource on the pandemic response. This has meant that important procurement exercises could not be completed. The procurement to replace the existing Agreement, which is a complex procurement process, is one of such affected exercises.
